Clerical Script is a simplified form of Small seal script. Small seal script was too hard to write for prison officers from Han dynasty even though it had been simplified. They have to write the characters fast, but there are too many stroke orders, so guards wrote the character in their own simplified forms. Later it also got popular to the general publics. This writing is called Clerical script.

Clerical script in Chinese is 隸書 (隶书). The word 隸 includes 隶, which means chase and then catch. The word, 隶, is based on 逮 that contains the meaning of arrest. Thus, it also shows that clerical script is came from prison officers. (하늘살이, 2016)

The surprising point is that the shape of a character is kept maintained up to now. For example, the first character from left, 雨, is "rain" in Chinese, and the writing is same as now. Thus the basic shape is still using now. As you see the picture, the writing got simplified a lot from small seal script.
